Phase Seven: Marketplace. Product Development Rule: The Constitution shall remain intentionally ahead of the software. The software shall progressively reduce the gap through disciplined implementation.

Operating Law

The platform is considered constitutionally mature when every constitutional principle has a measurable implementation, every implementation has supporting evidence, every recommendation has complete explainability, and every organizational outcome contributes back to the Body of Knowledge. The objective is not feature velocity. The objective is constitutional fidelity.
